Rwanda and United Nations Sign  Billion Cooperation Framework to Drive Inclusive and Sustainable Development

Rwanda is set to benefit from an estimated USD 1.04 billion in development support over the next five years under a newly signed agreement with the United Nations.

The funding—part of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2025–2029—aims to drive inclusive economic growth, human capital development, and transformational governance across the country.

The landmark framework was officially signed today by Rwanda’s Minister of Finance and Economic Planning, Mr. Yusuf Murangwa, and the UN Resident Coordinator in Rwanda, Mr. Ozonnia Ojielo, during a ceremony in Kigali.

“This new Framework is a testament to our enduring partnership with the United Nations and to Rwanda’s vision for a more inclusive, prosperous, and sustainable future,” said Minister Murangwa. “It reflects our shared priorities and values, and our resolve to leave no one behind.”

The UNSDCF is aligned with Rwanda’s Second National Strategy for Transformation (NST2) 2024–2029 and Vision 2050.

It represents the UN’s principal strategic instrument for supporting national development at the country level. The framework emphasizes gender equality, climate resilience, digital innovation, and leaving no one behind.

Mr. Ojielo emphasized the collaborative spirit of the agreement: “As the United Nations turns 80, this Framework reaffirms our commitment to Delivering as One in support of Rwanda’s transformation journey.

It is both a call to action and a platform for results—driven by national ownership, powered by partnerships, and guided by the ambition to achieve the SDGs.”

The five-year framework was developed through a highly consultative process involving more than 50 national institutions, UN agencies, and development stakeholders.

It also addresses emerging global and regional challenges such as climate change, instability, and financing gaps—while leveraging Rwanda’s strengths in green growth, digital transformation, and youth empowerment.

With just five years remaining to achieve the Sustainable Development Goals (SDGs) by 2030, the UNSDCF 2025–2029 provides a bold and timely blueprint to translate global ambitions into tangible progress for all Rwandans.
