The European Union and the Rwandan government have firmly refuted recent allegations made by opposition groups in Mozambique and Rwandan dissidents, claiming Rwandan troops are engaging in unauthorized actions in Mozambique. The Rwandan government emphasized that its forces, deployed in Cabo Delgado at the request of Mozambique’s government, are highly professional and operate within strict limits.
The EU issued a statement clarifying its involvement, affirming its commitment to Mozambique’s peace, security, and stability. As a long-standing partner, the EU supports Mozambique’s efforts to restore order through a comprehensive approach that integrates security, humanitarian, and developmental aid. The EU noted that, in response to the Mozambican government’s request, it provides protective gear and logistical support to the Rwandan Defence Forces (RDF) deployed in Cabo Delgado through the European Peace Facility (EPF). The EPF is dedicated to upholding international humanitarian and human rights laws, with strict oversight measures in place.
The EU further dismissed claims that it is financing the RDF to repress protests in Maputo, calling such allegations “grave and groundless.” “No evidence has been put forward to support claims that Rwandese troops are present in Maputo,” the EU stated, cautioning against the spread of misinformation and urging all parties to act with calm and responsibility.
Rwandan officials echoed the EU’s stance, underscoring the country’s commitment to a secure Mozambique. Army Spokesperson Gen. Ronald Rwivanga affirmed, “Our mission in Cabo Delgado is clear—our troops are here to support Mozambique’s sovereignty and restore peace to communities affected by insurgent violence.” Rwivanga noted that the RDF’s work in Cabo Delgado has helped improve local stability, rebuild infrastructure, and support Mozambique’s security capabilities.
As both Rwanda and the EU continue their cooperative efforts to stabilize Mozambique, officials remain focused on countering misinformation that could jeopardize the progress made. Rwanda and its allies have reaffirmed their dedication to a peaceful, resilient Cabo Delgado, encouraging all stakeholders to acknowledge the efforts underway and to resist unsubstantiated claims that could undermine this shared mission.
