A big debate is ongoing in the Democratic Republic of Congo on whether the country should cut ties and leave La Francophonie organisation.
This debate is also catalysed by the Kinshasa regime accusations that Rwanda facilitates the M23 rebel movement which currently controls large parts of Eastern region.
When President Felix Tshisekedi appointed Emile Ngoy as envoy to France, it did not sink in well with critics who have been outraged by Ngoy meeting the Secretary General of Organisation internationale de la Francophonie Louise Mushikiwabo.
“The Secretary General of the Francophonie Louise Mushikiwabo received the new Ambassador of the DRC to France, Mr. Emile Ngoy Kasongo, for a courtesy visit,” the Organisation said on Tuesday via platform X accompanied with three photos.
The post on X attracted diverse reactions.
Bosco Amisi a Congolese Lawyer reacted saying, “in case you have forgotten, Rwanda is attacking our country. In diplomacy, actions speak louder than words. How can we be taken seriously by the world if our diplomats show smiles with Rwandan diplomats?”
“You have to avoid being emotional! if the Prof Ngoy went to visit Ms. Mishikiwabo, it is in a purely French-speaking context, the empty chair policy does not pay in IR, that is also active diplomacy,” argued Tresor Mafula.
“It should be noted that the OIF is not one of the authorities in Rwanda, the meeting between the SG of the OIF and Mr. Ngoy has no link with Rwanda but rather from the charter which governs the member countries of the OIF. The great Congo 🇨🇩 cannot leave this organization because of Rwanda,” says Chris Kabs.
It should be noted that the Ambassador of the DRC to France, Mr. Ngoy has the mission of also representing the country at the OIF.
Josue lukanda noted, “The Ambassador within the framework met the head of the OIF. For this purpose the nationality of the person met does not matter, especially at this precise moment, it does not involve the country but the OIF. No confusion, especially when we ignore the content of discussions.”
