The Cabinet, chaired by President Paul Kagame on March 26, 2025, appointed Col. Pacifique Kayigamba Kabanda as the new Secretary General of the Rwanda Investigation Bureau (RIB), replacing Jeannot Ruhunga.
Prior to this appointment, Col. Kabanda served as the Military Prosecutor General, bringing extensive experience in law enforcement and judicial affairs to his new role at RIB.
Rtd Col has been at the helm since April 2018 as the first SG of the country’s investigation bureau.
The reshuffle also included key appointments in various institutions. Oda Gasinzigwa was named Chairperson of the National Electoral Commission, with Kizito Habimana as Vice Chairperson. Meanwhile, Jeanne Umuhire was appointed Deputy Director General of the Rwanda Biomedical Centre, and Nassi Agaba Bisengo took on the same role at the Rwanda Technical and Vocational Education Training Board.
The Cabinet also approved Rwanda’s Space Policy, aimed at fostering innovation and satellite infrastructure development. Additionally, ministerial orders on civil status registration, name changes, child emancipation, and environmental impact assessments were passed.
In security matters, the Cabinet was briefed on a three-month citizen outreach program launched on March 17, 2025, in collaboration with security agencies and local authorities.
The meeting also saw the approval of agreements for new ambassadors from the Dominican Republic, Chad, and South Sudan to Rwanda.
