Rwanda is set to host the 11th African Tax Administration Forum (ATAF) Tax Research Network (ATRN) Congress on September 22, bringing together tax researchers, policymakers and revenue authorities to examine emerging issues shaping Africa’s tax systems.
The congress will officially open at 9:00 a.m. at the Kigali Convention Centre, according to an invitation issued by the Rwanda Revenue Authority (RRA) on September 18.
The 11th edition of the ATRN Congress will provide a platform for discussions on taxation and the continent’s efforts to strengthen domestic resource mobilisation, a key component of financing public development without excessive reliance on external resources.
RRA, in collaboration with ATAF, is bringing together a broad range of stakeholders, including tax researchers, policymakers, revenue authorities, academics and other key players involved in shaping tax policy and administration across Africa.
The discussions are expected to focus on emerging challenges and developments affecting African tax systems, while creating opportunities for participants to exchange research, policy perspectives and practical experiences.
The gathering also places Rwanda at the centre of continental conversations on improving tax systems and strengthening the capacity of African countries to mobilise domestic revenues.
With representatives drawn from research, government, academia and revenue administration, the congress is expected to serve as a platform for connecting evidence-based tax research with policymaking and revenue collection practices.
The event will take place on September 22, 2026, at the Kigali Convention Centre, marking the latest edition of the continental tax research forum hosted in Rwanda.
