Kagame Meets CMA Chair Marc Holtzman to Discuss Rwanda’s Capital Market Growth

President Paul Kagame on Monday received Marc Holtzman, Chairperson of Rwanda’s Capital Market Authority (CMA), at Village Urugwiro, where they discussed the development of the country’s capital markets and their contribution to economic growth.

The meeting focused on opportunities to further strengthen Rwanda’s financial and capital markets, with particular attention to how the sector can mobilise investment and provide businesses and public institutions with access to long-term financing.

A stronger capital market is expected to play an increasingly important role in expanding investment opportunities, encouraging savings and supporting companies seeking to raise capital for growth. CMA has previously highlighted the capital market’s role in providing financing to both private-sector companies and government entities seeking to expand their operations.

Holtzman, who chairs the CMA, has been involved in efforts to advance Rwanda’s capital markets. In an earlier engagement with President Kagame, he discussed opportunities for the expansion and further development of the country’s capital markets industry.

The discussions come as Rwanda continues to position its financial sector as a key driver of private-sector development, investment mobilisation and economic transformation.

The country’s capital market provides avenues for investors to participate in instruments such as shares and bonds, while companies can use the market to raise funds needed to expand production and pursue new investment opportunities.

CMA has also been working to strengthen investor confidence and corporate governance. Its governance framework emphasises the importance of transparency and integrity in attracting investment and building a competitive financial market.

The meeting between Kagame and Holtzman therefore underscored the importance of developing a deeper and more dynamic capital market capable of supporting businesses, attracting investment and contributing to sustainable economic growth.

The broader objective is to ensure that Rwanda’s financial markets become an increasingly effective channel for mobilising domestic and international capital to finance the country’s development ambitions.
