Rwanda has, for the first time, hosted the Attorneys General PACT Forum 2026, a high-level meeting aimed at strengthening the role of legal frameworks in advancing public-private partnerships to drive development across Africa.
Organized in collaboration with the World Bank, the forum brings together Attorneys General, policymakers, financial institutions, and private sector leaders to explore how legal systems can better support investment and fast-track infrastructure projects on the continent.
Discussions at the forum focus on addressing persistent development gaps in Africa, particularly in infrastructure, as well as regulatory and policy barriers that hinder investment and project implementation.
Speaking at the event, the Minister of Justice and Attorney General, Dr. Emmanuel Ugirashebuja, emphasized that while Africa holds vast development potential, significant legal and structural challenges remain.
He stated:
“To accelerate infrastructure development in Africa, there is a need for enabling legal frameworks that facilitate private sector participation and improve access to financing. Without these reforms, progress will remain slow despite the continent’s immense opportunities.”
The forum is expected to generate actionable recommendations on how governments and private stakeholders can collaborate more effectively, using legal tools to unlock investment and drive sustainable economic growth across Africa.
