Security Services Lead in RGB Report, Highlighting Need for Agricultural Improvements

The Rwanda Governance Board (RGB) presented its 2023-2024 report to a joint parliamentary session, garnering praise for its detailed analysis of public satisfaction with service delivery and governance. The report revealed that citizens rated security services highest, with a 91.3% satisfaction rate, while agricultural services ranked lowest at 61.5%. RGB CEO Dodo Picard highlighted the need for targeted improvements in key areas to enhance service delivery across various sectors.

The report evaluated governance, self-reliance, and citizen satisfaction across different public services. Findings indicated that compliance with governance laws and community involvement received high ratings at 90.2% and 89.2%, respectively, reflecting strong civic engagement and respect for governance standards. Health services achieved a 76.2% satisfaction rate, and education, sanitation, and infrastructure also received favorable ratings. However, agricultural services, which rated the lowest, were identified as a sector requiring significant development to meet citizen expectations.

To improve service delivery, RGB recommended enhancing oversight mechanisms at the sector and cell levels and strengthening the capacity of land services officials.

Additionally, the report stressed the need for heightened public awareness of available services, suggesting that the Joint Action Development Forum (JADF) should lead campaigns to boost community engagement. Establishing measurable benchmarks to evaluate service quality was also proposed as a means of ensuring continuous improvement in governance.

The RGB report further emphasized the need for attention in the agriculture sector, proposing actions such as strengthening industries that process agricultural products, aligning land-use planning with practical needs, and improving road maintenance to facilitate market access.

Recommendations also included conducting comprehensive surveys to assess early childhood development centers, particularly those supporting vulnerable families, to secure a foundation for sustainable growth.

The report also touched on the challenges posed by relations with neighboring countries, specifically the Democratic Republic of Congo (DRC) and Burundi. RGB noted that recent criticisms from these countries regarding Rwanda’s leadership had influenced public sentiment and international perception.

The report highlighted the importance of diplomatic engagement and stability in these relations, as tensions can impact Rwanda’s internal governance and citizen trust. The RGB urged continued diplomatic efforts to address these concerns, which include accusations from DRC and Burundi that Rwanda’s leaders have exerted undue influence over regional dynamics.

The parliamentary session endorsed the report’s findings and emphasized the importance of acting on the recommendations to improve governance and service delivery in Rwanda.

Lawmakers recognized the necessity of a responsive, citizen-centered administration that addresses issues in underperforming sectors like agriculture and addresses regional challenges diplomatically. The commitment to upholding national development goals while fostering positive international relations was underlined as essential to maintaining Rwanda’s progress and stability.

As RGB and other stakeholders work to implement these recommendations, the focus remains on building a robust governance framework that ensures equitable service delivery, boosts self-reliance, and strengthens Rwanda’s diplomatic standing amid regional tensions.
