The Rwanda Development Board (RDB), in collaboration with officials from the Government of Rwanda, today hosted a high-level delegation from Azerbaijan led by Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations.
The visit focused on knowledge exchange and strengthening bilateral cooperation in the delivery of citizen-centred public services.
At the heart of the discussions was Azerbaijan’s internationally acclaimed ASAN model — a one-stop shop for public services known for efficiency, transparency, and user satisfaction.
Following the meeting, RDB Chief Executive Officer Jean-Guy Afrika signed a Memorandum of Understanding (MoU) with Chairman Mehdiyev to formalise collaboration between the two countries.
The agreement aims to support Rwanda’s efforts to modernise and streamline the provision of public services for both citizens and businesses.
“The partnership with Azerbaijan marks an important step in our ongoing journey to deliver world-class public services. We are inspired by the ASAN model and believe it can inform our own innovations,” said Afrika.
The initiative aligns with Rwanda’s broader ambition to improve public sector performance, enhance service accessibility, and drive digital transformation in government operations.
The MoU is expected to open doors for technical exchanges, training programs, and joint innovation projects aimed at bringing global best practices into Rwanda’s service delivery ecosystem.
