President Kagame Chairs First Cabinet Meeting with Newly Sworn-In Members

President Paul Kagame chaired the first Cabinet meeting at Urugwiro Village with the newly sworn-in Cabinet members. The session addressed key national and international issues, signaling the start of their term with significant deliberations and decisions.

One of the critical topics was the Mpox outbreak in the region, recently declared a public health emergency of international concern by the World Health Organization (WHO).

In response, the Rwandan government has ramped up surveillance and response systems to effectively manage the outbreak. The Ministry of Health has urged the public to remain vigilant and adhere to preventive measures.

The Cabinet also approved the Second National Strategy for Transformation (NST2) for the period 2024–2029, laying the groundwork for Rwanda’s continued development. Preparations for the upcoming 2025A agricultural season were discussed, emphasizing the government’s commitment to strengthening the agricultural sector.

Several draft laws were approved, including Rwanda’s accession to the Statute of the Hague Conference on Private International Law, which dates back to 1951, and a law concerning competition and consumer protection. Additionally, key policies such as the Climate and Nature Finance Strategy for 2024-2030, the Rwanda Industrial Policy, and the Beijing+30 Rwanda Country Report were also given the green light, reinforcing Rwanda’s commitment to sustainable development and industrial growth.

In terms of international relations, the Cabinet approved the agrément of new Ambassadors and High Commissioners from a diverse range of countries, including Sweden, Gabon, India, Poland, Chile, Armenia, and others.

These appointments reflect Rwanda’s growing diplomatic engagements on the global stage. Domestically, the Cabinet made new appointments within the Office of the Ombudsman, the Ministry of Trade and Industry, the Ministry of Environment, and the Rwanda Broadcasting Agency (RBA).

Notably, Zephanie Niyonkuru was removed from his position as Permanent Secretary in the Ministry of Sports, signaling a significant shift in the ministry’s leadership.

In the sports sector, Rwanda is actively participating in several international tournaments, including hosting the Women’s Basketball World Cup 2026 Pre-Qualifying Tournament, the ICC U19 Women’s T20 World Cup Qualifiers 2024, and the Tennis World Tour J60 for under-18s.

The country is also represented in the Federation of East Africa Secondary School Sports (FEASSA) Games in Uganda and the U18 Boys African Nations Volleyball Championship in Tunisia.

This Cabinet meeting set a proactive tone for the new administration, emphasizing critical issues such as health, strategic planning, law, international cooperation, and sports.

With these discussions and decisions, the government aims to drive Rwanda’s development agenda forward, ensuring the nation’s continued progress on both domestic and international fronts.
