North Kivu Governor Orders Civil Servants to Take Technical Leave

Public servants and state agents in North Kivu Province areas occupied by AFC/M23 rebels have been sent on a hurried technical leave.

The governor of North Kivu Major General Somo Kakule Evariste, on Monday Issued an order attributing his decision to a “cause of force majeure.”

He said that obligations of the worker and the employer have effectively been suspended during the period of technical leave. “Their remuneration by government has also been suspended.

“Officers and agents who have not pledged allegiance to the AFC/M23 will continue to benefit from medical care,” the order document specifies in part.

According to the governor, the technical leave will be lifted when “the force majeure situation” has ended.

 

South Kivu

Meanwhile, on Monday, the South Kivu Provincial Assembly opened its March session in Uvira.

Feston Kabeza the president of the legislative body welcomed the holding of several talks and peace processes to achieve lasting peace.

“We support and encourage United Nations Security Council Resolution 2773 on the DRC and the Doha talks, as well as the Nairobi and Luanda peace processes, in a sincere and inclusive dialogue in order to finally and quickly achieve lasting peace and put an end to the multifaceted crises that are unjustly shaking and undermining our province,” Feston Kabeza said.

After the AFC/M23 captured Bukavu, provincial institutions moved to Uvira. “The war has jeopardized the proper functioning of our institutions,” adds Kabeza.
