Minister Bizimana Highlights Achievements of Urugerero as New Cohort Begins Community Service

The Minister of National Unity and Civic Engagement, Dr. Jean Damascène Bizimana, has announced that since 2013, when the Urugerero program was reintroduced by President Paul Kagame, a total of 559,686 individuals have participated. He emphasized that these participants have made significant contributions to the country, citing an example from 2024 when activities undertaken by Urugerero participants generated benefits exceeding one billion Rwandan Francs.

Minister Bizimana made these remarks in KabageseraVillage, Runda Sector, Kamonyi District, where he launched the Urugerero (national service) for Inkomezabigwi—a cohort of youth who have completed secondary school and are preparing to join university.

He commended Urugerero participants for embodying strong values and a proactive mindset that empower them to devise solutions and contribute to both personal growth and national development. “When young men and women dedicate themselves fully to their studies, it benefits not only them but the entire nation. The more knowledge you acquire, the more you will realize that the tasks foreigners perform in Rwanda can also be done by you. We must reduce reliance on the Chinese, Japanese, or Turks for work we are capable of handling ourselves,” he remarked.

The Minister urged the youth to strive for excellence and to uphold their status as leaders in various domains. Representing the participants, one youth pledged their commitment to fulfilling the objectives of Urugerero and actively participating in the country’s progress.

Kamonyi District Mayor, Dr. Sylvère Nahayo, highlighted the district’s commitment to achieving its development goals. He noted that this year’s Urugerero program has attracted 1,596 participants. During Urugerero, they will engage in various activities to benefit the country, including constructing a market, a nursery school, and a computer lab equipped with internet access in Kayumba and Kagina Villages within Runda Sector.

The participants will also build new homes for vulnerable families, renovate existing ones, construct feeder roads, and conduct awareness campaigns on modern agriculture, hygiene, youth delinquency prevention, HIV/AIDS, and drug abuse.

Before officially launching Urugerero, Minister Bizimana laid the foundation stone for a modern market in Kabagesera Village, marking the beginning of one of the key development projects under the Itorero initiative.
