“In 1996, I came here and found that one part of Rwandans was here, and the other part was across the border in Congo. I told you then that we wanted Rwandans across to return, and to do so peacefully. And we did exactly that: we brought them back, and many returned, although a few who wanted to cause problems stayed behind. Some of them might still be there or have gone elsewhere. They will come, and they will come peacefully. We will welcome them, give them a home and the opportunity to make a living how they wish,” said Kagame.
