The Rwanda Investigation Bureau (RIB) has recovered Rwf23 million out of Rwf28 million suspected to have been embezzled in a corruption case involving public officials and other individuals in Gisagara District, as the agency separately announced the arrest of 11 people suspected of vandalising critical infrastructure, particularly electricity cables.
RIB spokesperson Dr Murangira B. Thierry disclosed the recovery on Tuesday, November 3, 2026, revealing that the money was allegedly misappropriated by individuals including Gisagara District Deputy Mayor in charge of Social Affairs, Dusabe Denise, the district’s Director of Criminal Investigations (DCI), and Catholic priest Father Kayumba Maurice.
The recovery represents the bulk of the Rwf28 million under investigation, leaving Rwf5 million yet to be accounted for.

In a separate case, RIB presented 11 suspects to the media over their alleged involvement in the destruction and theft of public infrastructure, with investigators estimating the value of the stolen property at approximately Rwf20 million.
The suspects are accused of three offences: forming or joining a criminal gang, damaging infrastructure and theft.
According to RIB, the alleged criminal activities mainly targeted electricity infrastructure, including power cables, raising concerns over the security of essential public utilities and the potential disruption of electricity services.
The 11 suspects are currently detained at RIB stations in Nyarugenge and Kicukiro as investigations continue.
The cases highlight RIB’s ongoing efforts to tackle corruption, protect public infrastructure and bring individuals suspected of economic and other criminal offences to justice.
