Ebola funds from various donors have become a subject of contention after Kinshasa government said it was not aware of the final destination for a big portion of the funds.
The concern arose after the Director General of Africa CDC, Dr. Kaseya, publicly stated that a large portion of U$700 million made available to implementing partners has not been tracked.
Kaseya said on October 14 in Kinshasa, “of the U$926.66 million already disbursed by the various donors, U$700 million remains unaccounted for.”
Samuel Roger Kamba DRC’s Minister of Public Health, Hygiene and Social Welfare revealed that the funds mobilized by donors were directly disbursed to international partners.
According to him, of the U$700 million disbursed, the government has only recovered U$220million.
Georges Kapiamba, President of Association for Access to Justice (ACAJ) has thus demanded the General Inspectorate of Finance (IGF) to investigate the management of funds allocated to the fight against Ebola virus in DRC.
Kapiamba noted that significant sum of money has been disbursed to several implementing partners without the Congolese government being involved in terms of management or allocation.”
“The donors, the CDC, and the Congolese government should demand from all implementing partners conclusive evidence of the actual destination of this money, which has not yet reached its intended beneficiaries,” Kapiamba noted.
He warned however, “to prevent government from being biased, we request that the audit be conducted by the IGF, the supreme audit institution for public finances in the DRC.”
