Rwanda has launched a national dialogue aimed at transforming its doctoral education, research, and innovation ecosystem as the country seeks to build a knowledge-driven economy and position itself as a regional hub for higher education and research.
The National Conference on “Reimagining the Graduate, Research and Innovation Ecosystem: Shaping Doctoral Education, Research and Innovation in Higher Education in Rwanda” brought together university leaders, researchers, policymakers, and innovation stakeholders to explore strategies for expanding PhD training, improving research output, and translating academic knowledge into solutions that support national development.
The conference was officiated by the Minister of Education, Dr. Joseph Nsengimana, who said Rwanda’s future competitiveness will depend on its ability to generate, apply, and commercialize knowledge rather than relying primarily on solutions developed elsewhere.
“If Rwanda is to compete successfully in this environment, we cannot rely solely on knowledge produced elsewhere. We must generate new knowledge, transform it into innovation, and ultimately export solutions that address challenges both within our country and across our continent,” Nsengimana said.
The minister emphasized that research should extend beyond academic publications and directly address national priorities by creating jobs, strengthening industries, and improving people’s lives.
“Research must go beyond academic outputs to address national priorities, create jobs, strengthen industries, and improve lives,” he said.
Nsengimana added that Rwanda’s greatest asset is not only its natural resources but also the creativity, skills, and innovation potential of its people.

“Rwanda’s greatest natural resource is not what lies beneath its soil, but the talent, creativity, and ingenuity of its people,” he noted.
University of Rwanda Reports Growth in Research and PhD Training
The University of Rwanda says efforts to expand doctoral training and strengthen research capacity are beginning to yield results, with significant growth in research publications and PhD enrollment.
Speaking at the conference, University of Rwanda Vice Chancellor Prof. Kayihura Muganga Didas said the institution has recorded a rise in peer-reviewed publications, increasing from about 750 at the end of the previous academic year to more than 1,000 currently.
“At the end of last academic year we had around 750 peer-reviewed publications. Today, as we speak, we are recording 1,004,” he said.
He attributed the growth to the increasing number of PhD researchers and ongoing efforts to establish a stronger research culture across the university.
The university has also recorded an increase in doctoral enrollment, with PhD students rising from 542 last year to 752 currently.
Prof. Kayihura said the university is encouraging doctoral candidates to publish at least two peer-reviewed papers in internationally recognized journals as part of building sustainable research capacity.
“We insist that each PhD student gets to publish at least two peer-reviewed papers in internationally recognized journals. This contributes not only to research outputs but also to building a research culture that continues even after graduation,” he said.
Linking Research to National Development
The Director General of the Higher Education Council (HEC), Edward Kadozi, said the reforms are expected to strengthen the capacity of local researchers to focus on real challenges affecting communities and connect academic work with economic development.
He said stronger doctoral training will improve research quality, increase access to research grants, and enhance the impact of universities on society.
“We are seeing a great connection between economic development and these research outputs because researchers will be working on real issues in communities. When we build individual capacity for PhD training and young career researchers, it does not only impact research outputs but also grants secured annually and our impact generally in the community,” Kadozi said.
Why Rwanda Has Historically Had Few PhD Holders
Despite recent progress, Rwanda has historically had a limited number of PhD graduates and researchers compared with countries with more established higher education systems.
Experts point to several factors, including the country’s history, limited research infrastructure, a shortage of experienced academic supervisors, and the relatively young development of Rwanda’s higher education sector.
The 1994 Genocide against the Tutsi severely disrupted the country’s education system, resulting in the loss of many academics and professionals. Rebuilding the sector required major investments in training lecturers, developing research facilities, and establishing postgraduate programmes.
For many years, Rwanda depended heavily on partnerships with foreign universities to train researchers and develop advanced academic programmes. While international collaborations remain important, the government has increasingly prioritized building domestic research capacity.
The shortage of PhD holders has also limited universities’ ability to expand postgraduate programmes, conduct advanced research, and supervise more doctoral candidates.
Building Capacity for a Knowledge Economy
Participants at the conference said increasing the number and quality of PhD graduates is essential if Rwanda is to become a regional centre for education, research, and innovation.
The country’s development agenda emphasizes a transition toward an economy driven by technology, innovation, and knowledge creation, with researchers expected to contribute to priority sectors including agriculture, healthcare, artificial intelligence, climate change, manufacturing, and industrial development.
Stakeholders also highlighted the need to support early-career researchers and strengthen individual research capacity.
University leaders said investment in researchers does more than increase publication numbers; it also improves the ability to attract international research funding and develop solutions that address societal challenges.
Challenges Facing Rwanda’s Research Ecosystem
Despite progress, stakeholders acknowledged that several challenges remain in building a strong research environment.
Key challenges include limited research funding, inadequate advanced laboratories and equipment, a shortage of qualified doctoral supervisors, and difficulties in translating research findings into practical innovations.
Experts also called for stronger partnerships between universities, government institutions, industries, and communities to ensure research responds directly to economic and social needs.
They emphasized that building a world-class research ecosystem will require coordinated efforts, better management of research talent, and sustained investment.
Rwanda’s Ambition to Become a Regional Education Hub
The conference comes as Rwanda intensifies efforts to strengthen its position as a destination for higher education, research, and innovation in Africa.
By increasing the number of doctoral graduates, improving research quality, and promoting innovation, Rwanda aims to develop a pool of experts capable of addressing national and continental challenges.
Stakeholders said achieving this ambition will require long-term commitment, investment in human capital, and continued reforms in the higher education sector.
The government maintains that a stronger research ecosystem will not only transform universities but also support Rwanda’s broader ambition of becoming a competitive, knowledge-based economy.
