Migration and Development Take Centre Stage in Nsengiyumva–IOM Talks

4 Min Read

Migration and development took centre stage as Prime Minister Dr. Justin Nsengiyumva met with International Organization for Migration (IOM) Director General Amy Pope to discuss ways of strengthening cooperation and advancing programmes aligned with Rwanda’s development priorities.

The meeting highlighted the importance of continued collaboration between the Government and IOM in addressing migration-related issues while ensuring that human mobility contributes to sustainable development and improved livelihoods.

The discussions also focused on ongoing programmes supported by IOM and the need to strengthen cooperation in areas that can deliver tangible benefits to communities.

The engagement comes as migration continues to play an important role in economic and social development, creating opportunities for people to access employment, acquire new skills and contribute to their communities.

Strengthening migration partnerships

The talks between Nsengiyumva and Pope provide an opportunity to deepen collaboration in areas including safe and orderly migration, skills development, employment opportunities, migrant protection and reintegration.

A stronger partnership can also help create pathways through which migration contributes to Rwanda’s broader development ambitions, particularly by connecting people with skills, jobs and opportunities.

“Our continued partnership with IOM is important in ensuring that migration becomes a driver of development, while strengthening programmes that respond to the needs and priorities of our people,” the meeting underscored.

Benefits for development

One of the potential benefits of stronger cooperation is the expansion of skills and employment opportunities.

Through migration programmes, individuals can gain access to training and employment pathways that improve household incomes and strengthen human capital.

The partnership can also contribute to safe, orderly and regular migration, helping protect migrants from exploitation, trafficking and other risks associated with irregular migration.

Another important area is reintegration support.

Returning migrants can benefit from programmes that help them rebuild their livelihoods, develop businesses and reintegrate into their communities.

The cooperation may also strengthen international partnerships and knowledge exchange, allowing Rwanda to benefit from IOM’s global experience in migration management while sharing lessons from its own development programmes.

Turning migration into opportunity

The meeting between Prime Minister Nsengiyumva and IOM Director General Amy Pope reflects a shared interest in making migration a positive force for individuals, communities and economies.

For Rwanda, continued cooperation with IOM can support national priorities by linking migration management with employment, skills development, social protection and economic opportunities.

For IOM, closer engagement provides an opportunity to support programmes that are tailored to the country’s development needs while promoting safe and dignified migration.

As both sides continue their collaboration, the focus is expected to remain on translating discussions into practical programmes that improve livelihoods, strengthen human capital and ensure that migration contributes meaningfully to sustainable development.

The meeting therefore signals a renewed commitment to making migration not only a matter of movement, but also a pathway to opportunity, skills and development.
