The Rwanda Development Board (RDB), through its National Lottery & Gambling Commission (NLGC), has officially awarded gambling licenses to three international betting operators, marking a significant step in the country’s efforts to establish a well-regulated and responsible gambling industry.
The licenses were issued on Tuesday following what RDB described as a rigorous and competitive licensing and evaluation process.
Under the new approvals, Betway has been licensed to offer Online Sports Betting and Online Casino services, ElephantBet will operate Online Sports Betting, while ForteBet has received licenses for both Online Sports Betting and Online Casino operations.
The move represents one of the most significant developments in Rwanda’s gaming sector since the establishment of the National Lottery & Gambling Commission, which is mandated to regulate gambling activities, promote responsible gaming practices, and ensure compliance with national laws and international standards.
RDB said the licensing process was designed to attract credible operators capable of meeting strict regulatory, technical and responsible gambling requirements while contributing to the country’s economic development.
The introduction of licensed operators is expected to strengthen consumer protection by ensuring that gambling services are offered within a regulated framework, with measures aimed at preventing underage gambling, promoting responsible gaming, and safeguarding the integrity of betting activities.
The regulated market is also expected to generate additional government revenue through licensing fees and taxes while creating employment opportunities and encouraging investment in Rwanda’s growing digital economy.
Betway, ElephantBet and ForteBet are among Africa’s best-known sports betting brands, with operations across multiple markets on the continent. Their entry into Rwanda signals growing investor confidence in the country’s regulatory environment and digital infrastructure.
Rwanda has increasingly sought to modernize its gaming sector by balancing commercial opportunities with strong regulatory oversight, ensuring that gambling remains transparent, accountable and socially responsible.
Officials say the latest licensing exercise is another milestone toward building a sustainable gaming ecosystem that protects consumers while supporting economic growth.
