Over 700 RCS Officers Promoted

President of the Republic of Rwanda, Paul Kagame, has approved a major reshuffle within the Rwanda Correctional Service (RCS), promoting hundreds of officers while also authorizing retirements, reinstatements, and dismissals across different ranks as part of efforts to strengthen professionalism, discipline, and efficiency within the institution.

According to an official announcement released by the Rwanda Correctional Service headquarters in Kigali, a total of 742 officers were promoted to higher ranks.

Among the senior officers promoted, 46 officers holding the rank of Superintendent were elevated to the rank of Senior Superintendent.

Within the category of junior officers, several officers also received promotions.

These include 37 Chief Inspectors who were promoted to the rank of Superintendent, 18 Inspectors elevated to the rank of Chief Inspector, and 10 Assistant Inspectors promoted to the rank of Inspector.

The announcement further detailed promotions among non-commissioned officers and warders.

A total of 188 Senior Sergeants were promoted to the rank of Chief Sergeant, while 67 Sergeants were elevated to Senior Sergeant.

In addition, 48 Corporals were promoted to Sergeant, and 328 Warders were promoted to the rank of Corporal.

The promotions are seen as part of ongoing institutional reforms aimed at improving leadership structures, operational effectiveness, and morale among personnel serving in Rwanda’s correctional facilities.

In the same communiqué, President Kagame also approved the retirement of several senior officers and other personnel from active service.

Those placed into retirement include Assistant Commissioner Moses Ntawiheba, Senior Superintendent Christine Aloys Gakuba, and Superintendent Josephine Nyiranteziryayo.

The retirement list also includes 22 non-commissioned officers.

The Head of State further reinstated five senior and junior officers back into active service, signaling renewed confidence in their ability to continue contributing to the institution.

At the same time, disciplinary measures were taken against a number of officers within the service.

President Kagame dismissed six senior officers, 13 junior officers, and 277 non-commissioned officers together with warders from the Rwanda Correctional Service.

Although specific reasons behind the dismissals were not disclosed in the statement, the move reflects continued efforts to enforce accountability, professionalism, and discipline within Rwanda’s security and correctional institutions.

The Rwanda Correctional Service plays a key role in maintaining prison security, overseeing inmate rehabilitation programs, and supporting the country’s justice system through correction and reintegration initiatives.

In recent years, the institution has continued to undergo reforms aimed at modernizing operations and enhancing the welfare and professionalism of its personnel.

Observers say the latest promotions, retirements, reinstatements, and dismissals demonstrate the government’s continued commitment to strengthening institutional performance and maintaining high standards within the country’s correctional system.
