Kigali city Mayor Samuel Dusengiyumva, held discussions with the leadership of Azerbaijan Service and Assessment Network (ASAN) in Baku as part of ongoing efforts to strengthen digital governance and improve public service delivery in Kigali.
ASAN is widely recognized for transforming public service delivery in Azerbaijan through innovation and digital technology, helping make government services more efficient, transparent, and accessible to citizens.
The meeting provided an opportunity for the City of Kigali to learn from Azerbaijan’s experience in building citizen-centered public service systems as Kigali advances its vision of becoming a smarter, more responsive, and technology-driven city.
Speaking after the meeting, Mayor Samuel Dusengiyumva emphasized the importance of international collaboration in accelerating urban innovation and improving the quality of services offered to residents.
“Kigali is committed to building a modern city where citizens can access services efficiently and transparently.
Learning from successful models such as ASAN strengthens our efforts to leverage technology and innovation in improving governance and service delivery,” he said.
During the discussions, both sides explored best practices in digital transformation, integrated service delivery, and the use of technology to enhance citizen engagement and institutional efficiency.
The engagement reflects Kigali’s broader ambition to adopt innovative governance solutions that improve the daily lives of residents while supporting sustainable urban development.
As Rwanda continues to position itself as a regional leader in digital transformation, partnerships and knowledge exchange initiatives such as this are expected to play a key role in shaping the future of public service delivery in the country.
