Staff at the Ministry in Charge of Emergency Management received specialised civic education this week on genocide ideology and related crimes, as the Rwanda Investigation Bureau’s Spokesperson, Dr. Thierry Murangira led an in-depth session aimed at deepening understanding of one of Rwanda’s most sensitive and consequential subjects.
The training, which forms part of a week-long capacity building programme, walked participants through the nature and evolution of genocide ideology; examining how such thinking develops, spreads, and manifests, while underscoring the role that every Rwandan, including public servants, plays in preventing and combating it.
The session was tailored specifically to MINEMA’s mandate, with particular attention given to the ministry’s work with Rwandan returnees.
Staff were equipped with practical tools and messaging frameworks to ensure that their engagements with returning citizens consistently reflect the values of unity, reconciliation, and responsible communication.
Facilitators emphasised that the integration of these messages into daily work is not incidental but deliberate, a means of ensuring that ministry staff serve as active contributors to social cohesion and as a frontline defence against the re-emergence of harmful ideologies.
The broader week-long programme is designed to move beyond awareness, building the kind of applied knowledge that allows participants to handle sensitive conversations with confidence, consistency, and a clear sense of purpose.
RIB’s involvement in the training highlights the institution’s expanding civic education role, working alongside government ministries to ensure that the lessons of history are not only remembered but actively guarded against.
