President Paul Kagame has described the relationship between Rwanda and Botswana as one defined not merely by friendship, but by a shared sense of purpose, pointing to concrete cooperation across key economic areas as proof of the two nations’ commitment to practical outcomes.

Speaking at a joint press conference alongside Botswana’s President Duma Boko, President Kagame outlined the priorities driving the bilateral partnership, citing air connectivity, visa facilitation, and double taxation agreements as areas where both governments are working to remove barriers and build a more predictable environment for investment and collaboration.

“What defines the relationship between Rwanda and Botswana is not only friendship, but also a shared sense of purpose,” President Kagame said. “This is evident in the way we work together, and in our commitment to practical outcomes.”

Beyond the immediate agenda of economic cooperation, President Kagame took the opportunity to praise Botswana’s record of resource governance, singling out the country’s management of its diamond wealth as a model of deliberate, people-centred development.

“Botswana has consistently demonstrated what forward-looking leadership can accomplish,” he said.

“The way you have managed your natural resources, particularly diamonds, reflects a deliberate effort to retain value, and translate it into real benefits for your people. This is an approach that strongly resonates with us.”

The remarks came on the sidelines of a broader diplomatic engagement between the two countries, during which Rwanda and Botswana signed a series of bilateral agreements covering trade, investment, health, and air services, among other areas.

President Kagame’s praise for Botswana’s development philosophy reflects a wider theme in his foreign engagements; an emphasis on self-reliance, value retention, and translating national resources into tangible gains for ordinary citizens, principles that have also guided Rwanda’s own post-genocide economic transformation.
