Who Are Suspects Implicated In NIRDA Saga?



Anytime from now, several suspects, both former and current employees at NIRDA, are scheduled to appear before court to answer a score of charges related to mismanagement, financial misappropriation and faulting procurement procedures.

Early this week, RIB announced on tweeter that National Industrial Research & Development Agency (NIRDA) former Director General and five current staff of the agency had been arrested pending investigations before prosecution would forward their files to court.

“Former Director General of NIRDA, Dr. Mungarulire Joseph with five senior staff still working at NIRDA have been arrested in connection with embezzlement and mismanagement of funds meant for establishment of Community Processing Centers in Districts (CPCs),” Rwanda Investigation Bureau (RIB) announced on Wednesday.

Taarifa has reliably learnt that the five unmentioned staff being detained are mostly those attached to tendering process, procurement, budget and finance within the agency.

Ndacyayisenga Vincent is one of them. He still works with NIRDA, but at the time most of the alleged misdeeds were conducted, he had been serving as Chairman of the Internal Tender committee (ITC).

According to reliable information, Ndacyayisenga allegedly authored a fake report that would facilitate a faster payment for a supplier- ALPES Industries Services International Ltd – a Dubai based French Company.

ALPES, through an international tender notice No. 07/G/I/NIRDA-OB/2016-2017, was contracted to supply, install, test, and offer training for operation of banana CPC equipment.

However, at the time of testing the factory at Rwamagana CPC, ALPES was supposed to have supplied materials for testing the installed machines, but until now not all materials have reached the site, yet ALPES has been paid for successful delivery.

Ndacyayisenga is said to have single handedly authored a falsified report indicating that indeed ALPES had delivered ALL testing materials to the site and advised NIRDA management to process payment for the supplier of which the Director General signed.

Taarifa has also learned that Munyentwari Alexis is another suspect currently detained in connection with the ongoing investigations at NIRDA.

He was a member of Internal Tender Committee.

Ndoli Alexis- the Procurement Officer, is a person of interest by the prosecution in the ongoing investigations of the agency.

Uzamukunda Clementine – has been working as a budget officer, she is also under detention pending deep investigations by detectives before the suspects would be charged.

Ngirabanzi Jean Claude – the Director of Finance and Administration is also among those in the hands of prosecution waiting to be charged.

We can not confirm the volume of cash involved in all the five centers in question, because all concerned authorities are tight-lipped on the matter as investigations continue, but Taarifa will keep digging for further details.

Meanwhile, Taarifa has also learned that Rwanda Revenue Authority, the Auditor General and other institutions have been requested to provide any valuable information about these suspects to ascertain their financial worth and assets.
