On November, 22nd last year, Uganda’s ruling party mouth piece Ofwono Opondo drove to the government Media Centre and made remarks exonerating the Kampala regime from any links to Rwanda National Congress terror group.
“Uganda does not know, host or deal in anyway with such a group,” adding, “Uganda does not harbour any intentions of destabilising the government of Rwanda,” Ofwono Opondo said last year.
Diplomatic ties between Rwanda and Uganda had deteriorated following protests that hundreds of Rwandans were being rounded up and dumped into torture chambers of the dreaded Chieftaincy of Military Intelligence (CMI).
Almost one year later the relations remain frosty although paused by the uncertain Covid-19 pandemic that has caused closure of all boarders and lock-down of economies.
However, in an ongoing investigation conducted by Special Forces Command, several findings have been discovered especially exhibits that directly pin Uganda on the Rwanda National Congress and other terror cells opposed to the government in Kigali.
The Taarifa series which have consistently exposed the flaws in Uganda’s intelligence gathering, analysis and prioritisation, recently triggered an independent special investigation on the powerful Chieftaincy of Military Intelligence.
“It is only the Special Forces Command (SFC) that has the power to investigate CMI because other agencies are low ranking in mandate,” our source privy with the Uganda’s security policy said on Wednesday.
Brig. Gen. CK Asiimwe, the former CMI’s deputy director and head of Counterterrorism sacked from his double position has been seating on piles of paperwork, multimedia files and various forms of exhibits shared by the RNC chapter in Uganda.
About 9 months ago, Taarifa reported that RNC top secrets had leaked to the public but the government of Uganda through Ofwono Opondo, the Executive Director of Uganda Media Centre publicly denied anything of the sort.
Prossy Boonabana had last year around February recorded herself in an audio message which she later shared in one of the RNC Whatsapp groups.
In the message Boonabana was rallying all RNC members claiming that she had secured permission from higher security authorities to massively recruit. According to the audio, Boonabana asked the RNC agents to use the chance and recruit more people especially from Kiboga, Kakumiro, Mubende, Ankore region and parts of Buganda.
According to the audio message, Boonabana claimed the window of support from Ugandan security would benefit RNC for a short time because the country is preparing for the forthcoming elections.
“We should do it as soon as possible because we are not children of this home,” Boonabana said in the audio clip, adding, “Security has given us a go-ahead with recruitment and reorganisation and get support.”
After the audio message was dropped in the RNC Whatsapp group, the reaction from members was described as very-very futile and full of protest against Boonabana. The members feared and suspected that Kigali was already in possession with the audio because of the fluid nature of social media platforms.
Nuwamanya Sulah being a prime suspect and still under investigation in the disappearance of Corporal Abdul Karim Mulindwa (aka Mukombozi) a CMI operative and a body guard to Rugema Kayumba decided to download the audio and handed it to Brig General CK Asiimwe of CMI.
According to Taarifa’s source, Nuwamanya engineered the disappearance of Mukombozi and was duly apprehended and detained by CMI for 90 days as the search continued. He was later released after striking a deal with Brig Gen. CK Asiimwe to be hired as his informant despite warnings against his choice.
Until today, RNC members believe that Mukombozi was kidnapped and sold by Nuwamanya to FDLR terrorist group in the jungles of neighbouring DRC. Mukombozi disappeared with both an AK 47 rifle and a pistol.
The audio leakage and all the suspicions around it came at a time the RNC was cracking from within following disagreements between its leadership and members on the formation of the Uganda cell.
This cell is composed of; Sulah wakabirigi, Prossy Bonabana, Frank Ruhinda , Mutangana Enoch, Charles muhizi, Rukundo Gideon, Mwizerwa Felix, Christopher busigo, Emmanuel Mutarambirwa, and Deo Nyirigira,the list is quite long.
In August 2019, the RNC group in Uganda begun experiencing defections causing tension between two factions including; Benjamin Rutabana camp and another allied to Kayumba Nyamwasa.
The Kayumba faction wanted to eject Boonabana from heading the Ugandan chapter because she is considered as arrogant and a double dealer- they badly wanted to remove and replace her. Kayumba preferred that Nuwamanya and Boonabana be responsible for communication docket.
Much of this was happening at the nose and support from Uganda although previously the government in Kampala had vehemently denied.
With the findings of this audio which CMI had concealed during the tenure of Brig. Gen. CK Asiimwe, it is not known how they are going to treat the evidence which has been in public possession despite Ofwono Opondo’s denial.
