Fugitive Rwandan tycoon Ayabatwa Tribert Rujugiro is now a restless man after learning that Uganda Police has arrested his agents accused of extorting money and blackmailing several Rwandans in Uganda.
Taarifa’s investigative desk has for months been keenly following up this matter that has resulted into arrest and prosecution of Sulah Nuwamanya and Boonabana Prossy both staff employed at Rujugiro’s Meridian Tobbacco Company and Leaf Tobacco and commodities.
On Wednesday, Boonabana was arrested by Uganda Police at Lumumba Avenue while parking and later paraded before a magistrate at Buganda Road court. She was granted bail after convincing the magistrate that she is a single mother and that her son is epileptic. Nuwamanya is at large but security is looking for him.
About a month ago, Taarifa published an article titled; ‘Rujugiro Pays for Fake Intelligence to Kill Rwanda-Uganda Relations’. Since then, dozens of Rwandans living in Uganda including other Ugandans have filed both criminal and civil suits against Nuwamanya and Boonabana accusing them of threats and extortion.
Our source at Buganda Road Court said the combined money extorted from unsuspecting victims is worth Shs335million. The source also reveals there the duo has about seven counts on their charge sheet.
“The suspects usually go to anyone they believe has money and links to Rwanda. They threaten and blackmail them until the victims plead and offer money in order to save their images and business,” the source said on condition of extreme anonymity.
For fraud alone, about 15 victims have reported to Police and recorded statements pinning Boonabana and Nuwamanya. Previously Taarifa reported that President Yoweri Museveni granted armed escorts and housing to the two.
Boonabana has been using the armed escorts to terrorize Rwandan business community both in Kampala, Mbarara, Kakumiro, Jinja and Masaka including Kabale- the victims fear and end up committing cash which is later deposited onto Boonabana’s account at Cairo International bank and Nuwamanya’s account at DTB bank.
This money extorted from victims is used for financing activities of Rwanda National Congress group (RNC) and RUD-Urunana both have an aim of destabilizing the government in Rwanda.
Nuwamanya is an active member of RUD-Urunana while Boonabana belongs to the Rwanda National Congress (RNC). This is a couple that has confused Kigali and Kampala regimes leading to a deep diplomatic paralysis.
Through the Manager of Meridian Tobbacco Company at Namanve industrial park in Kampala, elusive Rwandan tycoon Rujugiro donated a total of U$50,000 to help activities of RNC in Uganda, on June 17th, 2019.
Why Does Nuwamanya Hate Rwanda?
Many people have no clue about the person of Sulah Nuwamanya and for opportunistic reasons he has remained non-committal to his own background.
Taarifa has been digging deeper into the profile of this man who has only been known as a former Journalist of The New Times publications that later turned into what he prefers to describe as human rights activism.
However, our investigations have provided an important lead as to who Nuwamanya actually is and why he has for the past years dedicated himself to thrashing Rwanda and its leadership whenever he has an opportunity.
For Rwandans that once lived in Uganda as refugees may clearly know or relate to a man known as Hajji Kalanzi Adam alias Pamba born to a Muganda father and a Munyankore mother. They were resident in Ntungamo district.
Hajji Kalanzi Adam known in Ntungamo as Rwanyizire fathered Nuwamanya Sulah from a Munyankore woman (Tibalingwa) from Bushenyi district in Western Uganda and was part of a group of other wives as required of the Islamic faith.
However, Kalanzi is said to have relocated to Kyazanga in central region of Uganda and worked as a trader and driver. This area was highly inhabited by thousands of Rwandan refugees for decades. It is in Kyanzanga that Mzee Kalanzi had deep mingling and interaction with Rwandans.
Months after the liberation of Rwanda in 1994, Mzee Kalanzi transported hundreds of Rwandan refugees back to Rwanda and made a very big profit because he was well known by the returning refugees.
Business was good and Mzee Kalanzi was convinced that Rwanda offered several opportunities; he decided to establish himself in a country of his former Kyazanga friends and neighbours. He later brought his son Sula Nuwamanya to study in Rwanda from Kigali International Academy and later National University of Rwanda.
In the late 1990’s Kalanzi was being rumoured to be part of a group of armed highway robbers that usually waylaid Rwandan and Ugandan traders. But he was also involved in several looting sprees inside Rwanda and taking the loot to Uganda for sale. He made too much money and life was good then.
Just like the saying goes, that there are 40 days of a thief, a nasty robbery incidence was executed in Uganda and four traders including two Rwandans were shot dead and robbed mercilessly. It turned out that the victims were actually friends with Kalanzi.
Kalanzi in his cunning character was the first to provide information to Ugandan security accusing Rwanda of being behind the murder of the traders. When the Ugandan security investigated the matter, they discovered that indeed Mzee Kalanzi was the principle assassin that had both killed and robbed his fellow traders.
Uganda authorities arrested Kalanzi and subjected him to a lengthy court trial which ended in 2003. He was found guilty of murdering four traders and sentenced to 36 years in Prison and is currently serving his sentence at Masaka central Prison to which Taarifa verified with authorities at the facility.
Ever since Kalanzi began his prison sentence, he has convinced his son Nuwamanya that Rwanda was behind his imprisonment and the son has since decided to carryon this hatred against the government in Kigali. He has vowed to align himself to the RUD-Urunana and FDLR splinter group that aims at removing the regime in Kigali.
Rwandans living in Uganda have been questioning Nuwamanya why a non-Rwandan like him is very much interested in matters of a country that is not his. The security circles in Uganda however, had no clue that Nuwamanya was actually a Ugandan and not Rwandan until recently when President Yoweri Museveni summoned all anti Kigali regime elements in Uganda to meet him at State House. This was a few days after Museveni and President Paul Kagame met at Gatuna Border as a follow up to implementation of Angola friendship agreement.
Museveni is said to have asked whether in the room there were Rwandan nationals disagreeing with Kigali regime. None of over 40 elements stood up or raised their hand.
However, Nuwamanya asked for the microphone and Museveni first asked him to identify himself. Nuwamanya said he was a Ugandan from Ntungamo district. Museveni thanked Nuwamanya for helping Uganda neutralize Rwanda’s aggression and told him it was a good thing there was no Rwandan in the room. “From today, leave issues of Uganda and Rwanda to me, I will deal with them alone,” Museveni said.
Museveni wanted to know how many Rwandans were genuinely fighting the Kigali regime, so that he could instruct processing for their relocation to other countries and leave Uganda territory.
It has always been Nuwamanya’s dream to be relocated to Europe or USA where he believes would get a good life. However, the whole plan has since backfired since Uganda cannot relocate a citizen abroad.
Museveni however, instructed the security apparatus to provide protection to any of the 40 people in the room in case they proved that their lives were in danger but Museveni still told them that Rwanda would not do anything to them since they were not of any threat to Kigali regime.
Last week, Nuwamanya walked to Police headquarters in Kampala and made fresh demands to be granted three police commandoes to protect him claiming that Kigali was threatening his life. Police is said to have asked him to sign documents to enable them begin assessing the security threat claims but Nuwamanya refused to sign up.
Unmasking Prossy Boonabana
This controversial woman that has pitted Uganda and Rwanda against each other can be traced to a deep village in Nakasongola district, a region in central Uganda that forms part of Luwero triangle.
The story of Boonabana could also be described as hereditary as Nuwamanya’s and both became friends and lovers because of a common trait for hate against Kigali regime.
In the 1980s, when Museveni failed miserably in the Presidential elections, he chose to run to the bushes and recruited several people and trained them as fighters to remove the Kampala regime. This is when many Rwandan refugees were also recruited into the rebel ranks of the National Resistance Army.
Nakasongola is one of the Ugandan districts that were previously inhabited by Rwandan refugees. In this part of Uganda, there was a Burundian man known as Kaboyi – he had two homes, one in Entebbe with a Rwandan wife and another at Kirembo village in present day Nakasongola district. Kaboyi had been granted a piece of land in forest reserve by Milton Obote government.
Prossy was born to the family in Entebbe. Kaboyi was a driver for the Police and at the height of rebel recruitments he helped the Police to identify Rwandan refugee families that were aiding and sending their children to join the NRA. Police would round these refugees and many were killed or disappeared.
However, in 1985 when a big part of Uganda had been captured by NRA rebels including Nakasongola, Kaboyi was once arrested by rebels and beaten thoroughly. Later after rebel leader Museveni captured power in Kampala, Kaboyi was very worried that the NRA regime would finish him off and he decided to retreat to Nakasongola and abandoned his Rwandan wife in Entebbe, Boonabana’s mother.
Matters became worse for Kaboyi when the Rwandan refugees grouped up under the RPA and descended on Rwanda and captured power in Kigali. The brothers of Boonabana’s mother forced her to legally file for divorce against Kaboyi who had become a disgrace.
One of Boonabana’s maternal uncles -a lawyer, helped Kaboyi’s Rwandan wife in Entebbe to file for divorce and was successful. Property was divided and that was the end of the marriage. Kaboyi died later a very miserable and abandoned Burundian man.
Boonabana Prossy has since vowed to continue with same hate against Rwandans and has since joined hands with Rwanda National Congress terror group to destabilize or anger Kigali regime in all manner possible.
While meeting with President Museveni early this year, Boonabana identified herself as a Burundian and requested for guards and Museveni granted her wish. However, Police did not follow proper procedures of first assessing security status and claims by Boonabana. Two guards from the elite Police counterterrorism unit were assigned to protect her.
However, after Taarifa published an article titled; ‘Rujugiro Pays for Fake Intelligence to Kill Rwanda-Uganda Relations’, the Ugandan Police summoned Boonabana and told her that they wanted to re-assess security threats against her, she was required to commit her signature to documents and allow the assessments commence, she refused and walked away saying they had also been bribed by Rwanda.
Police later summoned the guards and interrogated them. One of the guards has since been detained- Police also discovered that the counter terrorism guard was actually sleeping in the same bedroom with Boonabana. He requested his superiors to pick all clothing including underwear from the bedroom of Boonabana. A new guard has since been assigned with different instructions.
