Rwanda Police Clarifies Alcohol Testing for Cyclists

Rwanda National Police (RNP) has addressed concerns circulating on social media regarding the alleged breathalyzer tests being conducted on cyclists and their passengers, clarifying the rationale behind such measures.

According to reports, cyclists in certain areas have claimed that police officers are administering alcohol tests to check if they are intoxicated. Furthermore, some allegations suggested that passengers are also being tested, and if found under the influence, cyclists are penalized with a five-day detention and a fine of Rwf 10,500.

Responding to the claims, Police Spokesperson Boniface Rutikanga explained that alcohol testing is part of ensuring public safety and falls within standard procedures. “Whenever a police officer has a reason to suspect that someone is drunk or has consumed alcohol, they are allowed to conduct such tests. There’s nothing new about this,” he stated.

Rutikanga, however, dismissed allegations that fines are being imposed on cyclists based on their passengers’ alcohol consumption. “The Police do not impose fines on bicycle riders. What we need to investigate are the claims regarding these alleged fines, as they are not in line with police procedures,” he added.

The spokesperson emphasized that the police’s primary objective is to ensure the safety of all road users, including cyclists and pedestrians. Cyclists are reminded to maintain sobriety while operating their bicycles, as any form of impairment could pose risks to themselves and others.

The Police have urged the public to report any irregularities or misunderstandings involving law enforcement officers to ensure transparency and accountability.

RNP’s clarification aims to address misconceptions while reinforcing its commitment to maintaining public safety on Rwanda’s roads.
