Rwanda and Uganda have committed to implementing enhanced strategies to address cross-border challenges and improve the safety and well-being of communities living along their shared border. At the third Proximity Commanders Meeting in Musanze, the two nations agreed to increase efforts in curbing illicit activities such as drug smuggling and human trafficking through greater community sensitization and awareness programs.
This strategic partnership was outlined by senior representatives from both countries, with a focus on improving direct coordination between field commanders to resolve border issues more efficiently. The RDF and UPDF agreed that quicker responses to security concerns on the ground would result in more effective solutions, bypassing the previously lengthy processes that involved embassies or higher headquarters in Kampala and Kigali.
Maj Gen Vincent Nyakarundi, RDF Army Chief of Staff, highlighted the positive impact of this direct communication. “Previously, border issues required lengthy processes involving embassies or higher headquarters in Kampala and Kigali. Today, commanders on the ground can address these problems swiftly, either through direct meetings or phone calls,” he said.
Lt Gen Kayanja Muhanga, UPDF Land Forces Commander, also noted that these engagements have significantly improved cooperation and coordination between the two forces. “These meetings have strengthened our collaboration, enabling us to address issues quickly and more effectively,” he stated.
In addition to their discussions, the delegations visited the Kigali Genocide Memorial and the Campaign Against Genocide Museum, which provided important historical context on Rwanda’s 1994 Genocide against the Tutsi. The visits served as a poignant reminder of the tragic loss of over one million lives and the efforts of the Rwanda Patriotic Army (RPA) to stop the genocide and rebuild the nation based on unity and reconciliation.
The Proximity Commanders Meetings are part of an ongoing effort to strengthen bilateral ties and foster collaboration between the two forces. Through these efforts, Rwanda and Uganda aim to ensure continued stability and prosperity for their border communities, while addressing shared security challenges.
