President Paul Kagame has made significant changes in government, appointing new ministers and officials across various sectors, according to a communiqué from the Prime Minister’s Office released yesterday, October 18, 2024.
Dr. Patrice Mugenzi has been appointed as the new Minister of Local Government. Mugenzi previously served as the Director General of the Rwanda Cooperative Agency, focusing on cooperative development across the nation.
Dr. Mark Cyubahiro Bagabe has been named Minister of Agriculture and Animal Resources. He has served as the Director General at the Rwanda Agriculture Board (RAB) and the Director General of the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA), contributing to improvements in agricultural productivity and consumer protection.
Ms. Aurore Mimosa Munyangaju, formerly the Minister of Sports has been proposed as Rwanda’s new Ambassador to Luxembourg.
Ulrich Kayinamura has been appointed as Chief Executive Officer of the Agaciro Development Fund, replacing Jerry Natare, who served as acting CEO. Kayinamura previously held the position of Head of Investment Banking & Capital Markets at BK Capital Ltd.
Patricie Uwase has been appointed as the new Chief Executive Officer of the Rwanda Cooperation Initiative (RCI). Prior to that, she had served as State Minister for Energy. She has replaced Ambassador Christine Nkulikiyinka who is now the Minister of Labour and Public Services.
In the justice sector, Me. Bonaventure Ruberwa has been appointed Deputy Prosecutor General. Ruberwa, known for his previous role as the National Prosecutor, was involved in the high-profile prosecution of Paul Rusesabagina, among other cases.
The Ministry of Finance and Economic Planning also saw numerous appointments, including about three dozen analysts across various departments to enhance policy analysis and implementation.
Jean Baptiste Sande was appointed as Accountant General, having previously served as the Chief Financial Officer at Rwanda Finance.
