RDB Considers Using Artificial Intelligence To Improve Service Delivery, Efficiency

Rwanda is known to be a progressive country with government embracing new technologies and innovations to improve service delivery and efficiency.

The Rwanda Development Board (RDB) is now considering using Artificial Intelligence (AI) to leverage the power of data to make better decisions, improve efficiency, enhance customer experience, detect fraud, and optimize resource management.

On Thursday, RDB CEO, Clare Akamanzi twitted that she wants to learn more about ChatGPT and asked for leads. She also told Taarifa that she wants to see “if we can feed it with correct information [about RDB] and then let it respond to clients… but we are still researching.”

Artificial intelligence is the simulation of human intelligence processes by machines, especially computer systems. Specific applications of AI include expert systems, natural language processing, speech recognition and machine vision.

How does AI work?

AI requires a foundation of specialized hardware and software for writing and training machine learning algorithms. No one programming language is synonymous with AI, but a few, including Python, R and Java, are popular.

In general, AI systems work by ingesting large amounts of labeled training data, analyzing the data for correlations and patterns, and using these patterns to make predictions about future states. In this way, a chatbot that is fed examples of text chats can learn to produce lifelike exchanges with people, or an image recognition tool can learn to identify and describe objects in images by reviewing millions of examples.

AI programming focuses on three cognitive skills: learning, reasoning and self-correction.

Learning processes. This aspect of AI programming focuses on acquiring data and creating rules for how to turn the data into actionable information. The rules, which are called algorithms, provide computing devices with step-by-step instructions for how to complete a specific task.

Better fraud detection: AI can help RDB detect fraudulent activities by analyzing large amounts of data and identifying patterns and anomalies that may indicate fraudulent behavior.

Improved resource management: AI can help RDB optimize resource allocation, such as staff, funds, and equipment. This can help ensure that resources are being used effectively and efficiently to achieve RDB’s goals.

AI has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example).
