President Kagame and Commander in Chief of Rwanda Defence Force has warned those with intentions to provoke or destabilise Rwanda that the country is ready to defend itself.
He said those who are planning to provoke Rwanda will be dealt with accordingly.
“You have heard people wish us bad, they can go for sorcery, go pray, and so on, but the day one makes a mistake and attack us, they will not return home,” the Commander-in-Chief said. “We will keep them here, dead or alive. That is how it will happen.”
Kagame said, however, that Rwanda is not going to provoke anyone, “and our army does not exist to provoke anyone….even those who insult us, or provoke us…we ignore them until they cross the line.”
“I presume, if it the provocation finds us home, we will not ignore. That is our doctrine…” he said.
He was speaking, on Tuesday, to the Rwanda Defence Force who had just concluded a Combined Arms Field Training Exercise at Gabiro,codenamed “EXERCISE HARD PUNCH III/2018”.
Clad in full combat fatigue, for the first time in a long period, Commander-in-Chief spoke to the military and reiterated the same message, the message of discipline, focus, dedication, sacrifice and professionalism.
“We cannot fail to do anything if we have the right thinking,” he said.
“In the world we live in today, bravery and dedication are not enough, but they are the foundation. You have to seek knowledge and do your job to the best of your ability. That is what makes a qualified army,” Kagame said.
He commended the army for displaying capabilities of “dealing with those who wish ill to our nation.” “There is no room for them to succeed with the courage, determination and the skills we have within us.”
Kagame assured the army of the support it has from Rwandans for the hard work that guarantees safety, reminding them that “Your dedication and bravery is what gives our citizens safety and the reason we are here today.”
“I also want to thank you because the job you have chosen of protecting citizens, requires more from you than the means you are given, in terms of salary or resources available to us, but it does not stop you from doing the work that you do.”
The President appreciated the men and women in uniform for working hard under the sun, the rain, in the middle of forests and different environments, “and we ask ourselves whether what we give you is enough. The answer is that it can never be enough because this job goes beyond the individual, it is for the nation.”
“When we look at salaries or other resources, we know that even though you deserve to be given more, we do not have enough means. We also have to spend the little we have on education, health and on delivering development to our citizens.
He said RDF has always done more than it has, “but it means that every resource we have is used to deliver to our maximum ability.”
“Every bullet you shoot counts. Every resource you use must accomplish its purposes. We do not have room to waste. We have to deliver results beyond the resources we have.”
He reminded them that, “We used to go to the battlefield with 10 bullets in our gun, our enemies had maybe 100. But to win the war you do not need 100 bullets. When the bullets are done, you are the one left standing to accomplish the mission.”
Even Rwanda will have achieved the level of the desired prosperity, “we will not be ones to waste resources. It will only add to our ability to deliver, not our willingness to waste.”
He concluded by wishing Rwanda Defence Force continued good work, a merry Christmas and a happy New Year.
The morale was epic.
