National Technical Assistant –
Urban Planner (m/f)

The Belgian development agency, Enabel, implements projects as defined in the successive Cooperation Programmes negotiated between the Government of Rwanda and the Government of Belgium.  Currently, Enabel is implementing a five-year cooperation programme (2019 – 2024) with a total budget of 120 million euros in four priority sectors of development of Rwanda: health, agriculture, urbanisation and public finance management.

Enabel in collaboration with the Ministry of Infrastructure (MININFRA), the Local Administrative Entities Development Agency (LODA) and Rwanda Housing Authority (RHA) is now looking for a qualified National Technical Advisor to support the implementation of the Urbanisation programme. He/she will support with the implementation of Infrastructure projects for socio-economic development and urbanisation in Musanze, Rubavu and Rwamagana together with central and local levels under the supervision of Enabel Urbanisation Programme.

Location: Based at LODA in Kigali with frequent dispatching to other partners and districts

Duration of the contract: Open-ended– local contract as per Rwandan labor law

Expected starting date: January 2020 or earlier depending on budget availability

Salary package: From 2.567.064 RWF gross salary depending on the number of years of relevant experience.

Function:

The National Technical Assistant urban planner will work under the direct supervision of the intervention manager of the Urbanisation programme and be jointly managed by Enabel and its partners to support with the implementation of the activities related to sustainable urban planning.

Key responsibilities are:

1.Develop integrated strategic and sustainable spatial and socioeconomic plans through a participatory process

  • Analyse urban part of feasibility studies of infrastructure projects to be funded by Enabel and conduct quality assurance and organize related meetings with stakeholders;
  • Review site plans submitted by contractors for the construction of ENABEL funded infrastructure projects;
  • Support with the development of an integrated, strategic and sustainable spatial and socio-economic plan for urban areas of Musanze, Rubavu and Rwamagana;
  • Create and prepare graphic and narrative reports on land use data that will support with selection of infrastructure projects to be selected by Enabel for funding which are contributing to urban development;
  • Managing interconnected projects with both a holistic and detail-oriented perspectives;
  • Making high-quality graphics, diagrams, maps, sketches and/or renderings;
  • Analyzing, manipulating and generating visual depictions of large data sets;
  • Collaborating with cross-functional teams and participatory patterns;
  • Prepare or support Environmental Impact Assessment, Site Analysis and Environmental Audit Reports;
  • Stay informed about economic and legal issues involved in zoning regulations, building codes and environmental regulations;
  • Discuss with National and district planning officials the purpose of land use projects such as transportation, conservation, residential, commercial, etc.;
  • Mediate community disputes that may raise from implementing ENABEL funded projects and assist in developing alternative solutions and recommendations;
  • Provide technical assistance in the work of District urban planning technicians and technologists;
  • Analyse the effects of regulatory limitations on proposed infrastructure projects.
  • Analyse or support transportation and traffic management studies.

2.To support district capacity in city management for urban sustainable development and the establishment of medium-term investment pipelines

  • Advise district planning officials on project feasibility, cost-effectiveness, regulatory compliance, and possible alternatives;

  • To work on the elaboration of the capacity development plan, aligned with the local government capacity building strategy;
  • Support to the strengthening of a dedicated city management function;
  • Support to the district’s one-stop centers in terms of urban planning and identifying infrastructure projects contributing to urbanisation;
  • Capacity building for integrated urban development planning in and around cities;
  • Support districts with land use planning (through ICT/data) to inform urban planning;
  • Organize peer learning visits.

3.To conduct research, monitoring and evaluation on urban planning and development

  • Conduct gap analysis of urban infrastructure priorities to boost urban economic development;
  • Conduct research to analyse impact of supported infrastructure and how it contributed to urban economic development;
  • Conduct field investigations, surveys and impact studies in order to compile and analyse data on economic, social, demographic, regulatory and physical efforts affecting land use especially in the boundaries of urban part of Musanze, Rubavu and Rwamagana Districts;
  • Act as the M&E expert focal point of the programme in terms of analyzing impact of the programme on urban development.

Any other task that may be needed and relevant for the programme.

Qualification / Requirements

  • Rwandan Nationality;
  • A Master's degree in urban or regional planning, urban management, urban design or related;
  • At least 5 years of working experience in projects concerning sustainable urban planning or urban development;
  • Experienced using web-based mapping platforms like, CartoDB, MapBox or other platforms designed to use Open Street Map;
  • Proven experience with sustainable development strategies;
  • Experience with providing capacity building;
  • Experience working in city planning or environmental engineering;
  • Experience in waste management;
  • Experience with project management
  • Experience with conducting research including data collection, coding, analysis;
  • Strong coordination skills to support with management of a complex project with many stakeholders;
  • Strong communication, coaching and facilitation skills;
  • Project management skills;
  • Advanced knowledge of ICT (CityEngine, Word, Excel, Power Point, Outlook, Database);
  • Ability to work under stressful conditions with no objection to working overtime and undertaking field missions;
  • Fluent in Kinyarwanda and English. Knowledge of French will be an added advantage.
