The Rwanda Mobile Number Operators Consortium, in partnership with Airtel Rwanda, has issued a request for proposals (RFP) to establish a Mobile Number Portability Administration Service (MNPAS).
This service will allow mobile users to retain their phone numbers when switching between licensed operators, enhancing competition and consumer choice in the telecommunications sector.
The selected service provider will be responsible for designing, implementing, and managing a fully automated number portability system. The system must maintain a centralized database of ported numbers and enable real-time porting within one business day through a “Make Before Break” mechanism. It must also ensure interoperability with existing telecom services and future innovations such as mobile financial services and fixed voice solutions.
To ensure security and efficiency, the system must be hosted in resilient data centers within Rwanda, adhering to national data sovereignty rules. The infrastructure must be robust, scalable, and include disaster recovery capabilities.
Proposals must come from consortia that include both an international solution provider and a local Rwandan partner. The local partner must meet strict eligibility criteria, including a minimum of five years of experience, financial capacity, and relevant licenses issued by the National Cybersecurity Agency (NCSA).
Interested parties must submit their proposals electronically to [email protected] by April 4, 2025, at 15:00 Rwanda time. Technical proposal passwords must be submitted separately by 16:00 on the same day.
This initiative is expected to modernize Rwanda’s telecom landscape, ensuring that subscribers have greater flexibility while aligning the country with international best practices.
