In a coordinated effort to strengthen governance and improve public service delivery, the Rwanda Revenue Authority, Rwanda National Police, and the Ministry of Justice Rwanda convened a high-level meeting with professional notaries to address challenges in motor vehicle ownership transfers.

The meeting focused on streamlining procedures, reducing bureaucratic bottlenecks, and closing loopholes that have enabled fraudulent practices in the transfer process.

Officials emphasized the importance of reinforcing collaboration between government institutions and notaries, who play a critical role in authenticating ownership transactions.

Participants discussed the introduction of more standardized verification protocols and digital solutions aimed at enhancing transparency.

By integrating systems across agencies, authorities hope to ensure that vehicle ownership records are accurate, up-to-date, and resistant to manipulation.

Speaking during the session, representatives highlighted that inefficiencies in the current system have occasionally led to disputes, financial losses, and delays for citizens.

Strengthening oversight mechanisms and improving data sharing were identified as key priorities moving forward.

The initiative is part of Rwanda’s broader commitment to leveraging institutional cooperation and technology to combat fraud and deliver efficient public services.

Stakeholders expressed optimism that the reforms will not only protect vehicle owners but also build greater public trust in administrative processes.

Further consultations are expected as authorities refine implementation strategies and roll out new measures in the coming months.
