Taarifa has reliably established that operations at the East African community have been crippled as the bloc runs out of cash.
EAC bloc is facing a total of approximately U$89 million in outstanding arrears as of February 2026, Taarifa Investigative Desk has learned.
Partner states have failed to file in their contributions because of financial crunch.
At the EAC headquarters, over 150 staff have not been paid salaries and so far activities have been suspended.
The Secretariat is expected to see dozens of senior staff leaving soon, compounding the operational issues.
Over 260 cases at the EAC Court of Justice, have been affected.
However, as part of finding short term solutions, the Secretariat has considered borrowing from East African Development Bank and Lake Victoria Basin Commission—to finance its operations.
Who owes EAC
Uganda owes the bloc U$1.1 million.
Rwanda has to clear it’s contribution of U$5.2 million.
The DRC is the largest debtor, with over U$27 million in unpaid dues.
Burundi owes the bloc U$22.7 million.
South Sudan has to pay U$21.8 million
Somalia unpaid bill is U$10.5 million.
