Rwanda and the Kingdom of Morocco have signed a landmark Bilateral Air Services Agreement on the sidelines of the 42nd International Civil Aviation Organization (ICAO) General Assembly in Montréal.
The agreement was signed by Prosper Higiro, Rwanda’s Ambassador and Representative to ICAO, and Abdessamad Kayouh, Morocco’s Minister of Transport and Logistics.
Officials from both nations hailed the pact as a major step toward expanding civil aviation cooperation, paving the way for increased trade, tourism, and investment, while reinforcing the long-standing ties of friendship between Kigali and Rabat.
Rwanda is taking an active role at the ICAO General Assembly 2025, where member states and global aviation stakeholders are reviewing the organization’s full technical, economic, legal and cooperation agenda and shaping the future of international civil aviation.
In a further mark of confidence in its leadership, Rwanda was unanimously elected to chair the ICAO General Assembly’s Economic Commission, reflecting the country’s growing influence in global aviation policy and economic decision-making.
