Rwanda, Azerbaijan Sign Five Key Agreements

Rwanda and Azerbaijan have signed five new cooperation agreements aimed at deepening ties in agriculture, education, air services, trade and public service delivery following a high-level meeting between President Paul Kagame and President Ilham Aliyev in Baku.

President Kagame reaffirmed Rwanda’s commitment to fast-tracking the partnership. He said, “We want to undertake continued efforts and gain momentum in making sure that these cooperation efforts are productive for all of us.”

”Mr. President, just know that you have friends in Africa, in Rwanda, so we want to use this opportunity of our cooperation and friendship between you and myself, and the two countries, to move fast forward in achievements of prosperity.”

The agreements were exchanged following a private meeting at the Zugulba Presidential Palace where the two leaders discussed expanding cooperation in key sectors of mutual benefit.

During the visit, President Kagame toured the State Agency for Public Service and Social Innovations, known as ASAN, which operates 28 service centers across Azerbaijan to streamline public and private service delivery.

The Rwanda Development Board and ASAN signed an implementation plan to support the establishment of advanced public service delivery mechanisms in Rwanda.

Earlier in the day, President Kagame paid tribute at the Alley of Honor, laying a wreath on the tombs of National Leader Heydar Aliyev and Zarifa Aliyeva.

He also laid a wreath at the Alley of Martyrs, a memorial dedicated to those who lost their lives in Azerbaijan’s struggle for freedom, independence and territorial integrity.

President Kagame arrived in Baku yesterday through Heydar Aliyev International Airport to begin a three-day official visit, underscoring Rwanda’s intention to build strategic partnerships beyond Africa and explore new avenues of cooperation in areas ranging from trade to governance innovations.

The newly signed agreements are expected to accelerate shared prosperity and public service transformation in both countries.
