Rwanda’s Parliament Condemns European Parliament Resolution on Victoire Ingabire Case

The Parliament has strongly condemned the European Parliament’s resolution of September 11, 2025, regarding the case of opposition figure Victoire Ingabire, rejecting what it described as interference in Rwanda’s judicial system and internal affairs.

In a resolution passed on September 15, Rwanda’s lawmakers expressed “regret” over the European Parliament’s move, saying it undermines Rwanda’s sovereignty and disrespects the principles of judicial independence.

The resolution emphasized that Rwanda is a sovereign and democratic state governed by the rule of law, and that its judiciary operates independently in accordance with the Constitution and international principles.

The Rwandan Parliament recalled that Ingabire was previously convicted of various criminal offenses, later granted a presidential pardon, and is currently facing new judicial proceedings.

It stressed that the European Parliament has “no legitimacy” to intervene in Rwanda’s internal judicial processes, framing the resolution from Brussels as politically motivated and based on “partial, subjective, and legally unfounded information.”

Lawmakers in Kigali condemned the European Parliament for undermining Rwanda’s leadership and reputation, accusing it of being influenced by “political figures hostile to Rwanda.”

They further warned that such interventions threaten democratic institutions, development, and international partnerships.

The Rwandan Parliament called for respect, mutual trust, and accountability in international relations, particularly in development partnerships, and rejected any compromise of these principles.

The resolution will now be forwarded to the European Union’s High Representative for Foreign Affairs and Security Policy, the European Commission, EU Member States, the African Union, the United Nations, the Government of Rwanda, and the European Parliament itself.
