AFC/M23 Accuses Kinshasa of Faulting Prisoner Exchange Agreement

The AFC/M23 rebel alliance claims that the regime in Kinshasa has failed to honour a prisoner exchange agreement as required by the Doha Peace deal.

“To this day, not a single prisoner has been released,” Corneille Nangaa the coordinator of the rebel alliance warned on Friday.

According to Nangaa, the AFC/M23 engaged in good faith in dialogue with the authorities in Kinshasa, which led to the signing of several acts in 2025, including a joint communiqué in April, a Declaration of Principles in July, a mechanism for the release of prisoners in September, a ceasefire monitoring and verification mechanism in October, and a framework agreement in November.

“But this hope was odiously betrayed. Very quickly, the Kinshasa regime distinguished itself by its failure to respect the commitments made, and even less so its word given. A regime founded on lies and false promises. To this day, not a single prisoner has been released, in flagrant violation of the agreements signed,” said Nangaa.

The head of the rebels alliance accuses the Congolese government of sabotaging the ceasefire through repeated and systematic violations.

“The ceasefire is being systematically sabotaged, gradually transforming a fragile truce into an open and widespread war that is being imposed on us,” he added.
