The Rwanda Investigation Bureau (RIB) has arrested 14 people, including the Executive Secretary of Nyabihu District, Mugiraneza David, over alleged embezzlement of funds that were meant for repairing houses of survivors of the 1994 Genocide against the Tutsi.
According to RIB, the suspects include district officials responsible for public tenders, construction, and social welfare; several sector-level executive secretaries; some local leaders of Ibuka, the umbrella organization for genocide survivors; and a number of contractors.
They are accused of colluding to misappropriate public funds allocated for the rehabilitation of houses belonging to genocide survivors in seven sectors of Nyabihu District.
Investigations indicate that the suspects allegedly signed documents confirming the receipt of construction materials that were never delivered, while in other cases, the materials supplied failed to meet required quality standards.
RIB confirmed that the suspects are currently detained at various RIB stations as their case file is being processed before being forwarded to the Prosecution.
In its statement, RIB reminded all public officials and partners entrusted with managing public resources to avoid embezzlement, misuse, or waste of funds, warning that such acts are punishable under Rwandan law.
“RIB commends citizens who continue to provide timely information on individuals who embezzle or misuse public resources,” the Bureau said. “We encourage the public to keep sharing information promptly, as it helps in preventing crimes before they occur.”
