Residents of Ihuriro Village in Karambo Cell, Gatenga Sector in Kicukiro district, on October 31, pursued and apprehended a suspected thief who had broken into the car and stole Rwf1 million.
According to the Police spokesperson for the Central region, Chief Inspector of Police (CIP) Emmanuel Kayigi; Samuel Murebwa, 38, was identified by a private security guard, who was nearby.
“The security guard immediately reached out to the owner of the vehicle, who was also nearby, to check if something had been stolen in his car only to find that the envelope that contained the money was missing,” CIP Kayigi said.
“This prompted the security guard and the residents who were there at the time to pursue the suspect, apprehended and handed him to Police in Gatenga. They also recovered all the money from the suspect,” he added.
CIP Kayigi hailed the community policing conduct of the security guard and the residents adding that “vigilance and neighborhood watch are essential aspects in fighting and preventing crimes, and bringing offenders to justice.”
Theft in Rwanda under article 166 of the penal code is punishable with an imprisonment of between one and two years, and a fine of not less than Rwf1 million but not more than Rwf2 million, a community service in a period of six months or only one of these penalties.
Under article 167, however, if the theft is committed under aggravated circumstances like burglary, climbing or possession of keys other than the owner, the penalty is doubled.
