Police in Nyamagabe District is holding a 25-year-old man for allegedly sexually abusing a mentally disturbed woman.
Chief Inspector of police (CIP) Emmanuel Kayigi, the Northern region Police spokesperson said the suspect was arrested on April 7 from his house located in Kavumu cell, Kitega Village, where the victim had spent a night.
He is currently detained at Kaduha police station.
“Caretakers of the victim reported a case of a missing mentally ill relative and the search started immediately,” said Kayigi.
“Police later received information that the said missing person was in company of the suspect the previous evening prompting officers to search the suspects home, where the victim was found,” he explained.
“Scientific reports proved that the suspect abused the victim, who is in a state where she can’t decide on her own or differentiate between good and bad,” the spokesperson said.
“People with any disability are supposed to be under the protection of everyone. What he did was violation of rights, a crime punishable by law.”
Article 197 of the Rwanda penal code stipulates, partly, that if rape is committed on an elderly person, a person with disability or a sick person, the penalty shall be a term of imprisonment of seven to ten years and a fine of Rwf500, 000 to Rwf1 million.
