Frank Mugisha, commonly known as VD Frank is in police custody over impersonation and conning people as migration employee.
The central region police spokesperson, Supt. Emmanuel Hitayezu, confirmed that Mugisha, who was arrested on september 21, is under custody at Kacyiru Police station.
He was arrested at the Migration Offices, as he tried to dupe an applicant of travel documents.
Yves Butera, the Public Relations Officer of Immigration and Migration directorate, said that they had received information on people who guise as employees of the directorate to defraud people.
“We have been working with the police to track down such conmen, and that’s how Mugisha was arrested red-handed soliciting money from one of the people, who was processing a passport,” Butera said.
Mugisha owns a photo-studio in Kigali, and is a MobiCash agent.
“Service fees for travel documents are standard and known; no one should be charged extra, because that would be an act of fraud, which should be reported immediately to ensure that they are arrested,” he added.
If found guilty, Mugisha faces imprisonment of between three and five years and a fine between Rwf3 million and Rwf5 million, according to law.
He was set to wed his fiance, Chantal later this year.
